Part II

NARRATIVE SUMMARY

     February found 2d Combined Action Group continuing its mission in consonance with the security situation in Quang Nam Province. Five CAPs from Hieu Duc, Dai Loc, Hoa Vang and Dien Ban Districts were relocated as their former areas of operation were being well protected by Popular Forces. Appropriate ceremonies conducted with PsyOps support were held in the respective areas of operation.
     The month was the highpoint of the enemy’s K800 Spring Campaign. Highpoints of activity were experienced during periods of low moon illumination. The enemy did not,however,carry out sustained coordinated attacks. Of note were two NVA killed and one NVA Warrant Officer captured in Hieu Duc District.
     Through the cooperation of the Research and Development Officer, First Marine Division, 2d CAG procured (20) XM-202 Multishot Portable Flame Weapons. These weapons have proved very useful in TAOCs that are heavily grown with underbrush and susceptible to booby-trapping.
     Seventh Engineer Battalion continued to provide timely support as they constructed a new seahut for the relocation of the S-1 office and started construction of a chain-link fence around the CAG Compound.
     The Group Education NCO has continued to provide assistance to CAG personnel desiring to further their education. Since October, 26 Marines have taken and passed the General Education Development Test; 86 have taken and completed courses from the Marine Corps Institute; 16 people are currently enrolled in United States Armed Forces Institute.
     Distinguished guests during February included Lieutenant General Donn J. ROBERTSON, Commanding General,III Marine Amphibious Force and Brigadier General W.G. JOSLYN, Chief of Staff, III Marine Amphibious Force.

SEQUENTIAL LISTING OF SIGNIFICANT EVENTS

1. Operation Summary

1 February 71 CAP 2-4-1 ambush initiated OWF on (6) VC at grid BT 181589, 2 km NE of Hieu Nhon District Headquarters. The enemy returned SAF and fled north. A sweep of the area disclosed one VN male and one VN female civilian WIA during the contact; (2) VC KIA; (2) AK-47 rifles with magazines; (1) cartridge belt; (2) Chi Com grenades and (2) M-26 grenades. The VN civilians were rendered medical aid and medevaced. The (4) grenades were destroyed. RESULTS: (2) VN WIA(E); (2) VC KIA; (2) IWC; (4) grenades destroyed and (1) cartridge belt captured.
1 February 71 CAP 2-1-1 ambush sited the firing of (6) rocket rounds at grid AT 910730, 4 km NW of Hieu Duc District Headquarters. The CAP called an 81mm fire mission to suppress the enemy fire. A sweep of the area at first light revealed (10) stick launching platforms and well cap fuses with plugs. RESULTS: (10) Stick launching platforms and fuses with plugs captured.
2 February 71 CAP 2-7-10 patrol initiated OWF on (3) VC in a treeline at grid BT 045645, 4 km NW of Dien Ban District Headquarters. The VC returned SAF and fled E across river. A sweep of the area disclosed (5) VC KIA, (2) VC POWs, (2) AK-47 rifles, (1) M-16 rifle, (6) M-26 grenades, and (1) tunnel complex which was blown. A further search of the blown complex revealed (2) VC KIA, (1) M-16 rifle, and (1) NVA flag. Two CAP RFs were WIA minor during the contact. RESULTS: (2) RF WIA(M); (7) VC KIA; (2) VC POW; (4) IWC; (6) grenades and (1) tunnel complex destroyed; (1) NVA flag captured.
2 February 71 CAP 2-3-5 ambush initiated OWF on (8) VC with weapons at grid BT 063565, 1.8 km S of Dien Ban District Headquarters. The enemy fled south without returning fire. A sweep of the area disclosed (1) VC KIA, (1) M-16 rifle, (2) M-16 magazines and (5) M-26 grenades which were destroyed. The rifle and magazines were delivered to District Headquarters. RESULTS: (1) VC KIA; (1) IWC; (2) M-16 magazines captured; and (5) grenades destroyed.
2 February 71 CAP 2-3-8 ambush initiated OWF on (4) VC with weapons at grid BT 056624, 4.1 km NW of Dien Ban District Headquarters. The VC returned SAF and fled SW. A sweep of the area revealed (2) VC KIA, (2) M-26 grenades, (4) baseball grenades, assorted medical supplies, various documents, and an overlay of Dien Ban District Headquarters. The grenades were destroyed.

  Medical supplies, documents, and overlay were delivered to District Headquarters. RESULTS: (2) VC KIA; (6) grenades destroyed; medical supplies, documents, and overlay captured.
3 February 71 CAP 2-3-7 ambush received SAF and M-79 fire from (4) VC at grid BT 031614, 4 km NW of Dien Ban District Headquarters. The CAP returned OWF causing the enemy to flee west. One PF was KIA, one PF and one USMC were WIA and medevaced, and one USMC was WIA minor during the contact. A sweep of the area was nonproductive. RESULTS: (1) PF KIA; (1) USMC and (1) PF WIA(E); (1) USMC WIA(M).
4 February 71 CAP 2-4-2 while enroute to ambush site received SAF, AWF and grenades from (7) VC at grid BT 134556, 6.5 km SE of Dien Ban District Headquarters. The CAP returned OWF causing the enemy to flee in an unknown direction. One PF and one KCS was WIA during the contact and medevaced by helicopter. A sweep of the area was nonproductive. RESULTS: (1) PF WIA(E), (1) KCS WIA(E).
6 February 71 CAP 2-7-5 patrol discovered one bunker at grid BT 059696, 4.5 km SE of Hoa Vang District Headquarters. The bunker contained (1) M-16 rifle, (4) M-16 magazines with rounds, and (2) M-26 grenades. The bunker and grenades were destroyed. RESULTS: (1) IWC; (4) M-16 magazines; (2) M-26 grenades and (1) bunker destroyed.
7 February 71 CAP 2-2-1 ambush initiated OWF on (3) VC with weapons at grid AT 932580, 1.5 km E of Dai Loc District Headquarters. The VC fled south without returning fire. An immediate sweep of the area was nonproductive, a continued sweep at first light revealed (1) VC WIA, (1) K-54 pistol, and (1) K-54 pistol magazine. The VC was rendered medical aid and was delivered to Dai Loc District Headquarters along with the pistol. RESULTS: (1) VC POW; (1) IWC; (1) pistol magazine captured.
9 February 71 CAP 2-1-6 was relocated to a geographic center of TAOC at grid AT 946640, 6 km SE of Hieu Duc District Headquarters. The relocation was with the approval of the CG, III MAF.
11 February 71 CAP 2-2-2 was relocated to a geographic center of TAOC at grid AT 915562, 1.5 km S of Dai Loc District Headquarters. CAP 2-2-4 was simultaneously relocated to a geographic center of TAOC at grid AT 915545, 2.7 km S of Dai Loc District Headquarters.

11 February 71 CAP 2-7-5 was relocated with a geographic center of TAOC at grid BT 050620, 3.5 km NW of Dien Ban District Headquarters. CAP 2-3-8 was simultaneously relocated with a geographic center of TAOC at grid BT 015575, 5 km W of Dien Ban District Headquarters, and redesignated as CAP 2-3-7. CAP 2-3-7 was redesignated as CAP 2-7-6 and retained the same TAOC with a geographical center of TAOC at grid BT 035615, 4 km NW of Dien Ban District Headquarters.
12 February 71 CAP 2-4-6 ambush initiated OWF on (3) VC with weapons at grid BT 112587, 5 km E of Dien Ban District Headquarters. The VC returned SAF and fled in an unknown direction. One USMC was WIA minor during the contact. A sweep of the area disclosed (2) VN females and (1) VN male in the area of contact. Unresponsive to CAP PF questioning were classified as VCS and delivered to District Headquarters for interrogation. RESULTS: (1) USMC WIA(M); (3) VN detained.
12 February 71 CAP 2-7-4 ambush initiated OWF on an USEF at grid BT 041632, 5 km NW of Dien Ban District Headquarters. The enemy returned SAF and fled W. Two USMC were WIA minor during the contact. A sweep of the area disclosed (1) M-26 grenade, (1) M-16 magazine, and (2) fresh blood trails. RESULTS: (2) USMC WIA(M); (1) M-26 grenade destroyed; (2) blood trails.
14 February 71 One USMC member of a CAP 2-2-4 patrol detonated a 105mm booby trap rigged with a pressure type firing device at grid AT 923539, 3 km S of Dai Loc District Headquarters. The USMC was WIA from the SFD and medevaced by helicopter. A sweep of the area for further SFDs was nonproductive. RESULTS: (1) USMC WIA(E).
14 February 71 An USEF initiated SAF, on CAP 2-4-7 patrol located at grid BT 176555, 2.5 km SE of Hieu Nhon District Headquarters. The CAP returned OWF causing the VC to flee west. Two USMC were WIA minor during the contact. A sweep of the area was nonproductive. RESULTS: (2) USMC WIA(M).
16 February 71 CAP 2-1-3 ambush initiated OWF on (8) NVA with weapons at grid AT 928697, 1 km N of Hieu Duc District Headquarters. The enemy did not return fire and fled N. A sweep of the area disclosed (2) NVA KIA, (1) AK-47 rifle, (1) K-54, and 1 pair of binoculars. RESULTS: (2) NVA KIA; (2) IWC; (1) pair of binoculars captured.

17 February 71 CAP 2-4-3 ambush received incoming M-79, B-40 rounds, SAF, and grenades from USEF at grid BT 178588, 2 km NE of Hieu Nhon District Headquarters. The CAP returned OWF causing the enemy to flee in an unknown direction. A sweep of the area was nonproductive. The CAP called a medevac for (2) USMC, (1) USN, and (4) CAP PFs, wounded in the contact. As the CAP was moving to a new ambush site an USEF initiated SAF on the CAP. The CAP retured SAF and AWF causing the enemy to flee in an unknown direction. A sweep of the area was nonproductive. Two USMC were WIA minor and two USMC were WIA and medevaced during the contact. RESULTS: (4) USMC WIA(E); (1) USN WIA(E); (4) PF WIA(E); (2) USMC WIA(M).
18 February 71 CAP 2-1-2 ambush initiated OWF on (15) VC with packs and weapons at grid AT 928717, 2.8 km NW of Hieu Duc District Headquarters. The enemy returned fire with (1) RPG and SAF and fled N. A sweep of the area disclosed (1) NVA Warrant Officer and gear. RESULTS: (1) NVA POW; (1) B-40 rocket launcher; (1) B-40 round; (3) Chi Com grenades and assorted web gear.
21 February 71 CAP 2-4-3 while in day haven site at grid BT 169578, .6 km NE of Hieu Nhon District Headquarters, received (1) Chieu Hoi. Chieu Hoi was a male, 22 years of age. Chieu Hoi also brought in (4) M-26 grenades. Grenades were destroyed and the Chieu Hoi was delivered to District Headquarters. RESULTS: (1) Hoi Chanh.
23 February 71 CAP 2-3-7 ambush initiated OWF on (3) VC with weapons at grid BT 018574, 4.8 km SW of Dien Ban District Headquarters. The enemy returned SAF and fled N. A sweep of the area was nonproductive. One USMC was WIA minor during the contact. RESULTS: (1) USMC WIA(M).
25 February 71 CAP 2-7-7 ambush initiated OWF on an USEF at grid BT 025705, 2.5 km SE of Hoa Vang District Headquarters. The enemy returned negative fire and fled in an unknown direction. A sweep of the area at first light revealed (1) VC KIA, (1) AK-47 magazine and (1) M-79 HE round. RESULTS: (1) VC KIA; (1) AK-47 magazine and (1) M-79 HE round captured.
26 February 71 CAP 2-2-1 ambush initiated OWF on (7) VC at grid AT 930583, 1.8 km E of Dai Loc District Headquarters. The enemy returned SAF, AWF and B-40 fire. The CAP called a gunship and 81mm fire mission on the enemy position. One USMC and one PF were WIA minor during the contact. A sweep of the area disclosed (1) VC KIA, assorted food and clothing and identification cards. RESULTS: (1) USMC and (1) PF WIA(M); (1) VC KIA; assorted food and clothing captured.

4. New Techniques Employed

   During the month of February 2d CAG employed (20) XM-202 Multishot Portable Flame Weapons.

5. Command Relationships

   2d CAG experienced no significant problem areas with Vietnamese or local FWMAF units during February.

6. Significant Accomplishments of Attachments

   a. Kit Carson Scouts:  During the reporting period 2d CAG employed (5) KCS. The KCS participated in 104 patrols and assisted Marines in conducting 11 classes. During February (1) KCS was WIA(E) but returned to duty by the end of the month.

   b. ARVN Interpreters:  During the month of February, 2d CAG had six interpreters and one ARVN Liaison Officer assigned. The interpreters continue to provide valuable services in the translation of documents and daily liaison with Vietnamese Military units and the civilian populace.

   c. Scout Dogs:   Seven Scout Dog Teams and four Mine and Booby Trap Teams were employed by 2d CAG during February. All teams were proficient in their combat assignments and a welcome asset to CAP capabilities.

8. Logistics

   a. General:   2d CAG continues to be in a C-1 status under the MARES/FORSTAT Reporting System.

   b. Significant Events:

      A 708 Generator was received from 5th Marine Regiment under the redistribution program. With receipt of this generator, 2d CAG is now up to authorized T/E on this item.

   c. Damage to Weapons due to enemy action: During the reporting period the Command Armory received no weapons damaged due to enemy action.

   d. Motor Transport: A total of 13,876 miles was logged by the Group Motor Transport. There were (6) vehicles deadlined for 2nd echelon maintenance and (3) vehicles deadlined for 3rd echelon maintenance. Breakdown is as follows:

   e. Airlifts:   During February, logistical support by helicopter was provided with the movement of 9,200 lbs. of supplies to field units.

   f. Messhall:   Approximately 22,680 meals were prepared during the reporting period in the 2d CAG Messhall. Of the above total approximately 9,180 meals were distributed to Marines in the field.

   g. Armory:   The Group Armory repaired a total of 125 weapons. In addition 84 weapons were sent to be repaired at 1st FSR requiring 3rd echelon maintenance.

11. Intelligence:   Enemy contact continued to be light during February. A high point early in the month marked the start of the K-800 campaign. This increase in indirect fire and direct fire incidents tapered off as the percentage of moon illumination increased. Enemy propaganda activity similarly decreased from its pre-TET high. CAPs in the Dien Ban District reported three incidents of VC loudspeaker propaganda.
     An increase in activity, particularly indirect fire attacks in Hieu Duc District and Dai Loc District, occurred on the 16th, 17th and 18th of the month. But it appeared that the predicted 2nd phase of the K-800 campaign had failed to materialize. The enemy continued to be moving in small groups and appeared to be foraging.
     The CAPs continued to get their most reliable intelligence from local villagers.

13. Fire Support: 2nd CAG's subordinate units employed (7) artillery illumination missions, (17) 81mm illumination missions, and (13) 81mm fire missions during the reporting period.

14. Air Support: During February, 2nd CAG employed helicopters for (26) medical evacuations, (6) gunship missions, and numerous helicopter missions for resupply and command control purposes.

15. Activations, Deactivations, Redesignations and Relocations of CAPs: In the month of February, 2nd CAG relocated five platoons and redesignated two platoons. CAP 2-1-6 was relocated to a new TAOC with a geographical center at grid AT 946640, 6 km SE of Hieu Duc District Headquarters, at 091515H February, 1971. At 110830H February, 1971, CAP 2-2-2 was relocated with a new geographical center at grid AT 915562, 1.5 km south of Dai Loc District Headquarters. CAP 2-2-4 was simutaneously relocated with a geographical center at grid AT 915545, 2.7 km south of Dai Loc District Headquarters. CAP 2-7-5 was relocated with a new geographical center at grid BT 050620, 3.5 km NW of Dien Ban District Headquarters, at 111200H February, 1971. At the same time CAP 2-3-8 was relocated with a new geographical center at grid BT 015575, 5 km west of Dien Ban District Headquarters and redesignated as CAP 2-3-7. The old CAP 2-3-7 was redesignated as CAP 2-7-6 and retained the same TAOC with a geographical center at grid BT 035615, 4 km NW of Dien Ban District Headquarters.

16. Special Services

  a. 2nd CAG sent 3 representatives to Hong Kong during February for the purpose of buying Special Services equipment. Items obtained included tennis shoes, athletic socks, basketballs, fishing equipment and two Johnson outboard motors. The buying flights to Hong Kong, continue to be profitable and necessary for maintaining a useful inventory of equipment.

  b. Special Services distributed some 250 magazines to Marines as well as 366 cases of beer and soda.

  c. One USO show visited 2nd CAG during February. Mr. Sebastian CABOT spent 2 hours talking to Marines, posing for pictures and signing autographs.

17. Medical Department

  a. During the month of February an outbreak of plague was noted in CACO 2-2's TAOR. All military personnel in 2nd CAG were checked for up-to-date plague immunizations. Those personnel requiring plague booster immunizations received the same. A supply of plague vaccine was brought from other medical facilities and distributed to the CACO 2-2 senior corpsman for immunization of Popular Forces and Regional Forces. There were no cases of plague reported among 2nd CAG personnel.
  There were two (2) reported cases of animal bites. Neither was rabid.
  Routine inspections of the CACO and CAP areas were carried out.
  MedCaps conducted by 2nd CAG units totaled 750.

  c. MedCap's: During the month of February, Combined Action Platoons treated 6,436 civilians in routine MedCaps, and a total of 41 civilians who were casualties resulting from hostile action.

  d. Training: CAP Corpsmen held a total of 63 classes with an attendance of 318 health workers, PF corpsmen and civilians.
